[As far as I know] a brownout will only affect equipment while it is operating. A power surge of sufficient strength say, a nearby lightning strike, may affect a non-operating piece of equipment as all that's needed is a path, i.e. wires, into the appliance.
Don't rely on my sketchy knowledge, you'll get more detailed and better explanations if you Google "brownout" and "power surge". |
